Preheat oven to 350°F. Microwave butter until melted in a large microwave-safe bowl.
Add 12 ounces chocolate chips and condensed milk to melted butter. Microwave until chips are completely melted, stirring every 30 seconds. Stir in vanilla extract.
Mix flour into the chocolate mixture until thoroughly combined. Fold in toasted pecans and caramel bits, distributing them evenly throughout the dough.
Drop dough by tablespoonfuls 2 inches apart onto parchment-lined baking sheets. Bake 7 to 9 minutes until edges are set.
Cool on pans for 2 minutes, then transfer to wire racks to cool completely.
For icing, microwave 1 cup chocolate chips and shortening until melted and smooth. Drizzle over cooled cookies.
